 Permit Fees

 
 

The building permit application fees are calculated by use of a formula and are based on square footage and type of construction.  Plus a $4 State permit fee.

 

Fees for building permits are based on GROSS square footage of building and The International Code Council’s (ICC) Permit Fee Multiplier, which is based on total construction values for the past year.  The ICC's Type of Construction Factor table presents factors that reflect the relative value of one construction classification / use group to another to establish a Gross Area Modifier.  Mansfield Code Administration has simplified this chart so that Building Permit Fees can be based on a simpler, more easily understandable formula.


 


NEW CONSTRUCTION & ADDITIONS

 

Residential Permits are a minimum of $60.00 plus a $4 State Permit Fee.

 

Commercial Permits are a minimum of $100.00 plus a $4 State Permit Fee.

 

Your Building Permit fee will be based on the following formula: 

Construction Cost Factor x gross square footage area

 

The Construction Cost Factor is found in the Use Group and Construction Cost Chart, which is indexed by "Use Group" (declared or expected use of the structure) and Type of Construction.

 

Type of construction is defined in Chapter 6 of the International Building Code. The Code Administrator shall assist in establishing the type of construction being used.

Type I and II constructions are those types of construction in which the building elements listed in table 601 of the IBC are of noncombustible materials.

Type III construction is that type of construction in which the exterior walls are of noncombustible materials and the interior building elements are of any materials permitted by the Code.

Type IV construction is heavy timber (post and beam) type construction.

Type V construction is that type of construction in which the structural elements, exterior walls and interior walls are of any material permitted by this code.

* Most residential construction is of the VB type.

 

Example # 1

            A two story, single family wood frame house, 2000 square feet, (Gross Area Modifier)  with 1000 square feet unfinished basement.  The use group is R-3. 

The Construction type is VB, and Construction Cost factor is 0.28.

For the unfinished basement, see Note b: cost factor is 0.08.

 

2000 Sq. Ft. At 0.36 =  2000 * 0.36 =

Example # 2

            A detached one-story residential garage, 28’ x 36’

 

1,008 sq. Ft. at 0.26 = 1,008 *.26   = $ 262 plus $ 4.00  PA State Fee   =$266


Alterations / Change of Use

Alteration to existing structures shall be based on the total construction costs for the project.  This shall include items such as renovations, re-roofing, mechanical, electrical and plumbing work.  The Mansfield Code Administration reserves the right to request a written estimate as proof or to use construction cost data provided by ICC. 

 

 

PERMIT COST: $7.00/1,000 of construction valuation or cost.

 

 

Construction valuation or cost of $0 to $5,000 would be the minimum (commercial or residential) plus the $4 Pennsylvania State Permit fee. 

 

Construction valuation or cost greater than $5,000 would be the minimum (commercial or residential) plus the $4 Pennsylvania State Permit fee plus $7.00 per $1,000 of cost of the project for the amount above the $5,000.
