The North Central Sewage Agency (NCSA) is a "Joint Local Agency" that provides Sewage Enforcement Officer (SEO) services to 29 Tioga County municipalities.  As the designated SEO, the NCSA processes all On-Lot Sewage Disposal System Permit Applications, site testing and surveys, and provides system design and review services.  If you live in the NCSA service area and do not have access to municipal sanitary sewer services, you will need to work with them to secure an on-lot sewage disposal system permit before any building permit can be issued.
